Minutes from the October 9, 2003 meeting in Indianapolis

 

PRESENT

MINUTES

Minutes of the September 4, 2003 meeting were presented for approval.  A motion for approval was made by Michael Powell; seconded by Randy Barrett; motion passed 14-0.

 

APPROVE PROCEDURES FOR WRESTLING WEIGHT CONTROL PROGRAM

Assistant Commissioner Cox outlined plans for the wrestling weight control program.  His presentation included regulations, equipment and procedures, important program dates, and future educational opportunities (b-wrestling_frame.htm).  A motion for approval was made by Phillip Gardner; seconded by Patrick Mapes; motion passed 16-0.

 

REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES

Assistant Commissioner Cox presented a list of 159 football crews eligible for the Football Tournament Series. 

 

PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT

Associate Commissioner Craft reported on the preliminary plans for the 2003-04 Boys Basketball Tournament Series. 

 

PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT

Assistant Commissioner Wynns reported on the preliminary plans for the 2003-04 Girls Basketball Tournament Series. 

 

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2003-04 school year.  This report included the following actions as of October   8, 2003:

Total                           1,668

 

SPORTSMANSHIP

Assistant Commissioner Wynns reported the Association has received 286 unsportsmanlike conduct reports from officials working contests this fall.  This is a slight increase over last year’s report at this time.  Assistant Commissioner Wynns also reported that sportsmanship packages have been sent to member schools.  Although package instructions indicate that all signed sportsmanship pledges should be sent to Assistant Commissioner Wynns, member schools should retain these documents. 

 

FINANCIAL REPORT

Commissioner Ress presented the monthly financial report of the Association.

 

NATIONAL FEDERATION SECTION IV MEETING

Commissioner Ress reported on the Section IV meetings hosted by the Illinois High School Association, on September 25-26, 2003.  Issues that were discussed include national championships, cheerleading, school reimbursements, and sportsmanship. 

 

MIDWEST OFFICIALS MEETING

Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting.  State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states.  Topics discussed during this year’s meeting included the NFHS Official’s Educational Program, high school rules vs. other rules codes, and fostering relationships between coaches and officials.

 

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

 

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

 

Anderson Highland High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (two freshman football players played in game without ten practices).

1.       The Anderson Highland High School football program is issued a warning. 

2.       Assistant Coach Cale Hoover is reprimanded for causing this violation to occur. 

1.       The procedures outlined in Rule 3-9 of the IHSAA By-Laws should be followed including the notification of Center Grove of this infraction.

2.       The administration of Anderson Highland High School is commended for its reporting and handling of this matter.

 

Bloomington South High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (two football players exceeded the five quarter rule).

1.       The Bloomington South High School football program is issued a warning. 

2.       Coach Bob McConnell is reprimanded for permitting this violation to occur. 

3.       The junior-varsity football game versus Bedford North Lawrence High School, in which the student athletes exceeded the five quarter limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       The administration of Bloomington South High School is commended for its reporting and handling of this matter.

 

Cambridge City Lincoln High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2c (softball coach coaching players out-of-season).

1.       The Lincoln High School softball program is issued a warning. 

2.       Coach Bill Tyler is reprimanded for causing this violation to occur. 

3.       The suspension of Coach Tyler is accepted in lieu suspending the student athletes who participated in these games.  During a suspension, a coach can have no contact with team before, during or after the games for which he is suspended

4.       The administration of Lincoln High School is commended for its reporting and handling of this matter.

 

Evansville Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-18.3 (boys soccer coach videotaping a future opponent).

1.   The Evansville Central High School boys’ soccer program is issued a warning. 

2.   The coaching staff for the boys’ soccer program is reprimanded for causing this violation to occur.   

3.   The administration of Evansville Central High School is commended for its reporting and handling of this matter.

 

Hamilton Heights High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-17 (junior high student participated in junior varsity soccer tournament).

1.   The Hamilton Heights High School girls’ soccer program is issued a warning. 

2.   Coach Jane Shields is reprimanded for allowing this violation to occur.  Assistant Coach Bruce Culp is severely reprimanded for causing this violation to occur. 

3.   By participating in these junior-varsity matches this competition could be interpreted to constitute the beginning of this student’s high school eligibility and thus deny her four years of eligibility once she enrolls in the ninth grade.  However, it appears that this young lady was following the misdirected instructions of her coach.

4.   The IHSAA accepts as appropriate the suspensions of Coach Shields and Coach Culp as outlined in the report submitted by Hamilton Heights High School.

5.   The administration of Hamilton Heights High School is commended for its prompt reporting and handling of this matter.

 

LaPorte High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (volleyball team had Sunday evening session).

1.       The LaPorte High School volleyball program is issued a warning. 

2.       Coach Marybeth Lebo is reprimanded for allowing this violation of Rule 9-13 to occur. 

3.       The administration of LaPorte High School is commended for its prompt reporting and handling of this matter.

 

Maconaquah – Commissioner Ress reported the following action as a result of a violation of Rule 9-4 and Rule 14-1 (girls soccer team illegally scrimmaged against Rochester High School).

1.       The Maconaquah High School girls’ soccer program is issued a warning. 

2.       Coach Serena Winter is reprimanded for allowing this violation to occur.

3.       The IHSAA agrees that Maconaquah High School will not have to forfeit any future match since they are not scheduled to play the maximum number of matches allowed. 

4.       The administration of Maconaquah High School is commended for its prompt reporting and handling of this matter.

 

Rochester High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-4 and Rule 14-1 (girls soccer team illegally scrimmaged against Maconaquah High School).

1.       The Rochester High School girls’ soccer program is issued a warning. 

2.       Coach Neal Cloud is reprimanded for allowing this violation to occur.

3.       The IHSAA agrees that Rochester High School will not have to forfeit any future match since they are not scheduled to play the maximum number of matches allowed. 

4.       The administration of Rochester High School is commended for its prompt reporting and handling of this matter.

 

Rushville High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (football player exceeded five quarter rule).

1.       The Rushville High School football program is issued a warning. 

2.       Coach Phil Morris is reprimanded for permitting this violation to occur. 

3.       The junior-varsity football game versus Shelbyville High School, in which the student athlete exceeded the five quarter limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.       The administration of Rushville High School is commended for its reporting and pro-active approach to handling this matter.

 

Southport High School – Commissioner Ress reported the following action as a result of a violation of

Rule 14-1 (unlicensed official worked girls varsity soccer match against Mooresville High School).

1.       The Southport High School girls’ soccer program is issued a warning.

2.       The school is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the forfeiting of the match to Mooresville High School. 

3.       The administration of Southport High School is commended for its reporting and handling of this matter.

 

Speedway High School – Commissioner Ress reported the following action as a result of a violation of

Rule 14-1 (unlicensed official worked girls varsity soccer match against Southmont High School).

1.   The Speedway High School girls’ soccer program is issued a warning.

2.   The school is directed to follow the procedures outlined in Rule 3-9 of the IHSAA By-Laws including the forfeiting of the game to Southmont High School 

3.   The administration of Speedway High School is commended for its reporting and handling of this matter.

 

Turkey Run High School – Commissioner Ress reported the following action as a result of a violation of

Rule 111-4 (volleyball player exceeded the five game limit).

1.   The Turkey Run High School volleyball program is issued a warning. 

2.   Coach Lacy Wooten is reprimanded for permitting this violation to occur. 

3.   The varsity match versus Southmont High School, in which the student athlete exceeded the five game limit, shall be forfeited in accordance with rule 3-9 of the IHSAA By-Laws.

4.   The administration of Turkey Run High School is commended for its reporting and handling of this matter.
